"Never would I have imagined that the name of my father Raffaele - mayor of the reconstruction of the town - and the "Totem for Peace", located in front of the town hall, would be known in Italy and other countries for the murder for trivial reasons of the young Santo Romano, which took place right at the foot of the work symbolising the United States of the World".
These were the words of President Michele Capasso upon hearing the news of the young man's tragic murder.
Hence the proposal to dedicate the monumental work to the "Young Victims of Petty Crime".
The Prefect of Naples, Michele di Bari, convened a Committee for Order and Security, which was held in the City Hall of San Sebastiano and dedicated to Raffaele Capasso.
There was great general mobilisation with torchlight processions, youth marches and prayers in front of the Totem for Peace.
